Buratai claims that building infrastructure in rural regions is a weapon in the fight against terrorism.
Lt. Gen. Tukur Buratai (rtd), a former Chief of Army Staff (CoAS) and Nigerian ambassador to the Benin Republic, stated that improving rural infrastructure would help combat terrorism in the Northeast.

He claims that maintaining rural infrastructure facilities is a way to safeguard people's lives and property throughout the nation.

Buratai delivered the inaugural convocation address at the Nigerian Army University, Biu (NAUB), located in Borno State, yesterday.

In order to provide access to rural and ungoverned areas, he urged stakeholders and federal and state officials to start building and renovating roads.

In addition to making rural areas accessible, he said that the growth of rural infrastructure projects will draw socioeconomic development, which would help to reverse the nation's trend of increasing levels of insecurity.

The six state governors in the North East region were given a mission by the previous CoAS to look inward and see what they could do to open up their local councils with various facilities, given that the majority of infrastructure development projects are located in the state capitals.

He pointed out that the construction of infrastructure in rural areas may draw in investors in order to utilize the abundant resources in the states related to agriculture, livestock, and minerals, thereby reducing unemployment and poverty.
